Point of entry to Gazetted Police officer' scale of Officers promoted from non-gazetted ranks.

The anomaly described in your despatch under reference derives from the duality of promotion prospects in the case of certain officers and is not likely to rise in any other colony. Generally speaking the practice elsewhere is to restrict promotion from the Inspectorate to gazetted rank to younger men and promotion to Chief Inspector is normally reserved for older men who have failed to gain promotion to gazetted rank.

The anomaly in Hong Kong is aggravated by the wide overlap of the gazetted and non-gazetted scales and by the gap between the maximum of the Inspector's scale and the minimum of the Chief Inspector's scale. I can suggest no simple formula for conversion to the gazetted scale which would entirely remove the anomaly without at the same time introducing disproportionately favourable terms for the more junior promoted officers for whom, in any case, the existing rule presents no anomaly.

I would advise the adoption of the rule proposed in paragraph 5 of your despatch under reference, disregarding the probation period on the gazetted scale. Credit due to an officer with an
